groups are lending their support to this idea. arturo santiago joins us live. you just heard city council members and environmentalist groups speaking out on banning styrofoam takeout on restaurants. what are they saying? >> caller: this proposed ordinance that would ban styrofoam food packages took nearly two years. they feel they can finally get it done. environmental groups along with a san jose councilman gathered at the park to pry open a manhole cover in order to access a storm water capture device. this cylinder was installed last summer and has not been yet cleaned out. it filters out garbage from 68 acres of storm water runoff. the idea is to show the advanced amount of polystyrene that can pollute our storm water system. save our shore, california clean water action and save the bay are all speaking out in favor of thf proposed ordinance. they all agree that tough poll sis and regulations are needed to reduce the amount of styrofoam trash that's in the bay area creeks and san francisco bay. >> that plastic and styrofoam are a huge component of trash that ends up in the bay. a lo

to you. neighbors tell us they're certain ly upset by this. among the people hit, two small children, but they also tell us they're not totally surprised that it happened at all. even where these people were crossing, they say that drivers often just don't slow down. now, pittsburgh police arrested 24-year-old noah delgado about 45 minutes after four people were hit. a 29-year-old woman was pushing a 1-year-old in a stroller and the woman's 7-year-old daughter was riding on a bicycle as they crossed the street about 5:45 last night. witnesses saw it and helped lead police to the car which was several blocks away from the scene. police say he took off from the car and they located him about 45 minutes later. one neighbor told me he has to warn clients at his group home to be very careful. here's pittsburgh police. >> alcohol does not seem to be a factor at this point for the collision and our traffic investigators are still working to determine the speeds and anything else that may have led to this collision. >> and we have to let those guys know that in this area, especially not when

building with the new details for us. bob, good morning. >> reporter: good morning to you, marla. the marine county sheriff's office tells us that the man killed in this weekend's boating accident was harry hoelzhauer. he's a 68-year-old man from just outside portland. he was down here visiting his friend who happens to live here in the bay area. both were on their friend's boat. and it was hoelzhauer who was piloting it when it collided with a ferry saturday afternoon. an autopsy is scheduled for tomorrow to determine what was the cause of the death, whether it was the impact itself or a prior medical condition. they interviewed the friend who is at marin general who is recovering from his incident. he was communicative and remembers everything up to the point of the collision, but coast guard will not release details until they wrap up their investigation, which could be several days more. their 22-foot boat was report lid speeding when it collided with the "ms san francisco" on it way from sausalito to the ferry building. the accident happened south of t tiburon and raccoon st
